What is GeM?

Government e-Marketplace (GeM) is a one-stop online procurement portal for all Central & State Government Ministries, Departments, Public Sector Undertakings (PSUs), and affiliated bodies. It was launched to bring transparency, efficiency, and speed in public procurement.

It is now mandatory for government departments to procure goods and services available on GeM. This presents a massive opportunity for businesses to bypass traditional tendering hurdles and sell directly via Direct Purchase, L1 Bidding, or Reverse Auction.

Vendor Assessment (For OEMs)

To get the "OEM" tag on GeM, manufacturers must undergo a mandatory Vendor Assessment by the Quality Council of India (QCI). This verifies your production capacity and quality standards.

Can I register as a seller if I don't have a GST number?

Technically, some categories (like small artisans or exempt services) can register without GST. However, for 99% of business categories, a GSTIN is mandatory to accept any order above ₹2.5 Lakhs.

What is a "Primary User" vs. "Secondary User"?

The Primary User (typically the Director/Owner) has the legal authority and must use their Aadhaar/PAN for KYC. They can then create Secondary Users (Sales Managers) to handle daily tasks like uploading catalogs or bidding, without sharing sensitive login credentials.

What is the difference between "Direct Purchase" and "L1 Bidding"?

"• Direct Purchase: For orders up to ₹25,000, a buyer can buy directly from any seller. • L1 (Comparison): For orders ₹25,000 – ₹5,00,000, the buyer must compare at least 3 different OEMs/Sellers and pick the lowest price. • Bidding/RA: Above ₹5,00,000, a formal electronic bid or reverse auction is mandatory."

Do MSMEs get any special treatment on GeM?

Yes. If you have a Udyam Certificate, you are entitled to: (1) Exemption from Earnest Money Deposit (EMD), (2) A 25% purchase preference (if you are within L1+15% price band), and (3) Free Vendor Assessment in many categories.

What is "Vendor Assessment"?

How do I get paid on GeM?
