Not sure which council to register with?
The Registration Cum Membership Certificate (RCMC) is a membership certificate issued by Export Promotion Councils (EPCs) or Commodity Boards. As per the Foreign Trade Policy, an exporter must obtain an RCMC to avail of benefits under schemes like RoDTEP, RoSCTL, Advance Authorization, or EPCG.
Recently, DGFT introduced the Common Digital Platform for Issuance of RCMC (E-RCMC). Now, exporters do not need to file physical applications. The entire process, from application to renewal, is handled online through the DGFT portal.

Most exporters pick the wrong council or fail the technical DGFT-EPC sync. CloudDesk ensures you are mapped to the council that gives you the most benefits
There are over 35 Export Promotion Councils (EPCs) and Commodity Boards. Picking the wrong one (e.g., registering with FIEO when you should be with APEDA) can disqualify you from product-specific subsidies.CloudDesk’s "Council-Match" Algorithm analyzes your HSN codes and recommends the specific EPC that maximizes your ROI.
The e-RCMC is filed on the DGFT portal but approved by the individual EPC. This "cross-talk" often fails due to digital signature mismatches.CloudDesk acts as the Technical Liaison, ensuring your DGFT profile data perfectly aligns with the EPC’s internal membership requirements before you pay the fee.
Obtaining the RCMC is just Step 1. CloudDesk’s dashboard automatically alerts you to the Incentive Schemes (like RoDTEP, Advance Authorisation, or MAI) that your specific RCMC now unlocks. We don't just give you the certificate; we show you how to use it.
EPC fees vary based on your export turnover. Many exporters overpay. CloudDesk’s Fee Auditor calculates your exact subscription slab based on your past year’s shipping bills, ensuring you pay the minimum required membership fee.
Technically, you can export without an RCMC. However, it is mandatory if you want to claim any benefit under the Foreign Trade Policy (FTP), such as duty remissions (RoDTEP), duty-free imports (Advance Auth), or even just to participate in an international trade fair at a subsidized rate.
You have two options: (1) Obtain separate RCMCs from the Spices Board and EEPC, or (2) Obtain a single "Multi-Product" RCMC from FIEO (Federation of Indian Export Organisations). CloudDesk evaluates your volume in each category to advise which path is more cost-effective.
An RCMC is typically valid for 5 financial years. It begins on April 1st of the year it was issued and ends on March 31st of the fifth year. Note: You must still pay the "Annual Membership Subscription" to the council to keep it active.
No. An active and updated IEC (Import-Export Code) is the absolute prerequisite. The e-RCMC application pulls all your company data directly from your IEC profile.
ANF 2C is the specific application form for RCMC. Under the new "e-RCMC" system, this form is completely digital on the DGFT portal. You no longer need to send physical papers to the council offices.
(1) Digital Signature (Class 3), (2) Updated IEC Profile, (3) GST Registration, (4) CA Certificate certifying your export turnover for the previous year (if you are an existing exporter).
The fee consists of two parts: a one-time Admission Fee (usually ₹2,000 - ₹5,000) and an Annual Subscription based on your turnover (ranging from ₹6,000 to ₹75,000+). CloudDesk provides a fee-calculator based on your last year's FOB value.
You can still clear the goods, but you will not be able to claim the incentives (like RoDTEP) for that specific Shipping Bill. The system checks for a "Valid RCMC" at the time the Shipping Bill is generated. CloudDesk’s Expiry Shield prevents this by alerting you 60 days before the 5-year term ends.
